In certain circumstances, the NEC is able to provide local Leagues with a loan or grant.
Where a League is struggling financially, help can be made available from interest accrued on the Len Smart legacy fund. Help would normally only be given to support the purchase of kit or equipment, and payment would normally be made directly to the supplier. Grants would not be expected to exceed £500.
Applications for assistance are considered by a group of three senior Little Leaguers. There are two such groups, one covering the West Midlands Leagues, and one covering the Leagues in the South. The group make a recommendation to the NEC who have the power to approve or reject the application.
In making an application, Leagues should submit a copy of their latest accounts, and provide a written report giving information on why the problem has arisen, details of past fund-raising efforts and plans for preventing such problems in the future (including plans for future fund-raising). Details of what the money will be spent on should also be supplied.
Money will not be given to Leagues that would likely fail, anyway. In some circumstances, a loan may be considered more appropriate than a grant.
